Odisha’s Sambalpur District Consumer Disputes Redressal Commission has imposed a fine of Rs 25,000 on the owner of a photocopy shop for charging Rs 3 extra from a person as a photocopy charge. The Commission also asked the shop owner to return the excess money of Rs 3.
The complainant, Prafulla Kumar Dash, had gone to Goyal Printing Zone in Budharaja in Sambalpur to photocopy a document on April 28, 2023. He had given Rs 5 and told the shopkeeper to return Rs 3 as the rate of photocopy was Rs 2 per copy. However, the shop owner refused to return and abused the complainant.
After repeated requests, the person sitting in the owner’s chair returned Rs 5 and insulted him by saying “I donated the money to the beggar”.
Later, Dash moved the consumer forum against Goyal Printing Zone. The consumer forum directed the photocopy shop owner to refund Rs 3 towards excess money received from the complainant and pay Rs 25,000 as compensation towards mental agony and harassment to the complainant within 30 days from the date of the order, failing which the amount will carry nine per cent interest per annum till realization to the complainant.
