Lucknow’s District Election Officer Dr. Surya Pal Gangwar inspected the counting centre Ramabai Sthal. During the inspection done on Saturday evening, the District Election Officer reviewed the arrangements of the medical camp, media centre and control room. Lok Sabha elections will be held on 4 June.

Along with this, in view of the heat wave, for the first time ACs will be installed in the counting rooms in addition to fans and coolers. For this, separate transformers of 3 KVA have been installed. All the ten counting rooms will be fully equipped with ACs to avoid the heat.

For the first time, ACs will be installed in the counting centres of the strong rooms built in Lucknow’s Ramabai Sthal. The District Election Officer has taken this step in view of the temperature of the city. People have stopped going out in the afternoon. In such a situation, doing duty at the counting centre for several hours will be no less than a challenge. To avoid any kind of problem there, the District Election Officer has given instructions to install ACs in all the counting halls.

On the instructions of the DM, two air conditioners have been installed in each counting hall. Along with this, air conditioners have also been installed in the media center.

District Election Officer Surya Pal Gangwar also inspected the security arrangements of the strong room and the counting place at Ramabai Sthal. He informed that the responsibility of the security of the strong room/counting place has been given to CISF and CCTV cameras have been arranged to monitor the premises. Through this, political parties and candidates can also monitor the strong room and the premises.

He informed that arrangements for a control room have also been ensured at the counting venue. The District Election Officer also watched the live feed of all CCTV cameras in the control room.

Arrangements for medical camp, ambulance and fire brigade have also been ensured in the premises to deal with any emergency on the day of counting. Apart from this, media center and control room have also been set up at the counting place. The District Election Officer said that all the counting parties will reach Ramabai Sthal at 6 am on June 4 and counting of votes will start from 8 am.

Also, it was told that counting of postal ballots and service postal ballots will also start from 8 o’clock. Only the VVPAT slips will be matched after the counting of EVM votes.

He informed that at each counting table, there will be a counting supervisor, a micro observer, a counting assistant, a fourth class employee and a counting agent appointed by a candidate. They will supervise the counting and all its activities.

  • On Saturday, the District Election Officer said that preparations have been completed to conduct the counting of votes peacefully. The DM said that guidelines were given to all the officers involved in the election so that there is no problem during the counting of votes.
  • All the counting parties will reach Ramabai Sthal at 6 am on 04 June and counting of votes will start at 8 am. Also, it was told that counting of postal ballots and ETPBMS will also start at 8 am. Only the VVPAT slips will be matched after the counting of EVM votes.
  • No counting agent or counting worker will be able to take mobile or any electronic device inside with them. He informed that calculator has been arranged on the RO table.
  • First of all, the candidates will start the appointment of their counting agents by filling Form 18. Counting agents will reach the place based on the allocation of the assembly and table as per their pass. The agent who is on a table will not be allowed to leave his table and go to another table or wander around. Only the candidate and his election agent can go to other tables of their Lok Sabha. But at a time only the candidate or his election agent will be able to be present in the counting room.

  • In each assembly, 5 VVPAT machines will be randomly selected and counted and matched. The said work will be done after the counting of votes is over.
  • The District Election Officer informed that those control units which were mistakenly not cleared after the mock poll, such control units will not be counted but their VVPATs will be counted.
  • The counting complex will be a completely non-smoking complex. Pan masala, cigarettes, bidis, gutka etc. are prohibited in the complex. Also, any sharp or inflammable substance is prohibited in the complex.
  • The District Election Officer said that during the counting of votes, there will be a tea break from 9:30 to 10 am and a lunch break from 12:30 to 1 pm. At this time, candidates can send tea or food to their counting agents.
  • The District Election Officer informed that the control units whose counting has been completed will be given to the table behind the AERO table for sealing. After sealing, these control units will be kept at a different place.
  • The DM said that no sick person or one suffering from diabetes or blood pressure should be made a counting agent. He also said that no MLA, MLC, Mayor, District Panchayat President, Pradhan, Municipal Body or a person enjoying security can be appointed as a counting agent.
