The issue of not getting recognition from NMC for MBBS studies in 13 new medical colleges of UP has gained momentum. CM Yogi himself has intervened in this matter. CM talked to the Union Health Minister about the opening of 13 medical colleges and recognition from NMC.

At the same time, if departmental sources are to be believed, the sudden change in standards is the main reason behind the obstacle in getting permission from NMC to start new medical colleges in 13 districts of the state. The government claims that 13 new autonomous state medical colleges in the state were envisaged on the basis of the standards set by NMC in 2020.
On the basis of these, LOP was sought from NMC in the year 2023. The aim was to start the academic session in 2024-25. But the setback came when NMC refused to grant recognition to the colleges. It is being said that NMC is taking decisions on the basis of new standards issued in 2023 for MBBS course. This is the reason why these medical colleges have not been able to get recognition from NMC.
This is the reason why other options are being explored for recognition. All state autonomous medical colleges have also appealed under Section 28 (5) of the NMC Act 2019. On the other hand, Chief Minister Yogi Adityanath himself went ahead and talked to Union Health Minister JP Nadda and said that action will be taken on the basis of the standards set in the year 2020 to run the academic session of 2024-25 in these medical colleges.
The state government had approved 13 new medical colleges on the basis of the standards set by NMC in 2020. On the basis of these, LOP was sought from NMC in the year 2023. So that the academic session can start in the year 2024-25. Meanwhile, new standards were set by NMC for the MBBS course in the year 2023.
On this, the Yogi government had written a letter to NMC at the same time and requested to conduct inspection of these 13 new medical colleges on the basis of old standards. Not only Uttar Pradesh, but many other states and private medical colleges had also requested NMC to postpone the standards set in the year 2023. In the new standards, the standards of medical teachers and infrastructure are much higher than the standards set in the year 2020.
Various autonomous state medical colleges made all efforts to fill the posts of medical teachers. The power to appoint medical teachers on contract was given by the state government to a committee constituted at the local level under the chairmanship of the principal and 4 committees were formed for the appointment of regular medical teachers.
Selection process of teachers is going on
At the time of NMC’s notice dated 2 May 2024, the Model Code of Conduct was in force in the state due to the Lok Sabha elections. Immediately after the end of the Model Code of Conduct, applications were sought by issuing advertisements for the appointment of medical teachers and currently the selection process is going on. However, there is a problem in fulfilling such stringent standards in such a short time.

The old standards of NMC of the year 2020 require 50 medical teachers, while the standards of NMC of the year 2023 require 86 medical teachers. Similarly, while the old standards of NMC of the year 2020 require 24 senior residents, the standards of the year 2023 will require 40 senior residents. Similarly, the old standards required 6 posts of professors, while the new standards of the year 2023 require 17 professors.
