Deputy CM Keshav Prasad Maurya, like the opposition, has started asking questions from his own government. He has started giving orders to CM Yogi’s department. The matter is about reservation in recruitment through contract and outsourcing.

He has sought a report on appointments made through contract and outsourcing in government departments. He asked- how much was the reservation rule followed in this? Keshav also gave instructions to follow the 2008 government order on reservation in contractual recruitment.
Regarding this, Keshav wrote a letter to Additional Chief Secretary of Department of Appointment and Personnel (DOAP) Devesh Chaturvedi on July 15. In this he said- During the briefing of questions of the Legislative Council, information about the total number of officers and employees working on outsourcing and contract was sought from the officials of the Personnel Department. But the Personnel Department did not have this information.
The issue of reservation was also raised in the recruitment of 69,000 assistant teachers
Keshav Maurya wrote a letter to CM Yogi and raised the issue of giving appointment to 6800 candidates of reservation category selected after the reservation anomaly in the 69000 assistant teacher recruitment. Keshav has also raised the issue of issuing revised results by giving 5% relaxation to OBC candidates in the passing marks in the 69000 Assistant Teacher Recruitment Examination-2018 as per the order of the National OBC Commission. He believes that OBC candidates are protesting because this issue of reservation has not been resolved for a long time.
Know about outsourcing and contractual recruitments
Instead of making direct permanent appointments, the government is recruiting through contract and outsourcing. This is a kind of contract. In contract, there is a contract between the government and the employee, while in outsourcing, there is a contract between the company or third party and the government. The company or third party provides employees to government departments. The government benefits a lot from this. Such employees do not get a basic salary like government employees. They also do not get government facilities. Also, the government can end the contract whenever it wants.
The government is promoting such recruitments so that the financial burden on it does not increase. This can be estimated from the number of employees appointed recently. The BJP government was formed in UP in 2017. From then till 2023, 56 thousand 491 recruitments have been made through contract and 2 lakh 75 thousand 497 recruitments through outsourcing in government departments. Apart from this, 1 lakh 7 thousand 936 employees have been hired through outsourcing in various bodies.
What is the reason for raising the matter…
The Appointment and Personnel Department from which Keshav Prasad is seeking information is with CM Yogi. Experts believe that without the approval of the CM, neither any government order can be implemented nor any information can be issued. Now Keshav is cornering Yogi on this basis. By writing the letter, he has in a way given a big issue to the opposition.
This is not the first case. A day before writing the letter, on July 14, in the state working committee meeting, he had said that the organization is bigger than the government. The very next day he wrote on social media – The organization is bigger than the government! Apart from this, Keshav is not even attending cabinet meetings.
The issue will be raised in the monsoon session of the legislature
The joint committee of Scheduled Castes, Scheduled Tribes and Vimukta Jatis of the Legislature has directed the government to implement the reservation system in contractual and outsourced recruitment. Highly placed sources of the BJP say that this issue will be raised in both the houses in the upcoming session of the Legislature.
Now what?
1- Conflict will increase in the government: This move of Keshav Maurya will further increase the conflict. There are two reasons for this. First- The Yogi government is already surrounded on the issue of reservation. It suffered losses in the Lok Sabha elections. The allied parties are also saying the same thing. Second- The department to which Keshav Maurya has given direction belongs to Yogi. There is already a conflict between the two. Now this will increase further.
2- The opposition will get a big issue: SP and Congress had raised this issue in the Lok Sabha elections. 7 days ago, Congress had said that it will agitate for implementing reservation in regular recruitment in educational and medical institutions as well as in contractual and outsourcing recruitments. This agitation will start from August. A letter will be sent to the Governor and the President by protesting around the district headquarters as well as the concerned institute. The responsibility for this has been given to the backward class department. After this letter from Keshav Prasad, the opposition will get an opportunity to say that the government is ignoring OBC, SC and ST.
Keshav had written a letter a year ago too but did not get any information
Keshav Prasad had also written a letter to the Appointment and Personnel Department on August 16, 2023 and raised objections over non-compliance of reservation rules in contract and outsourcing appointments. He had directed the department to take action in the matter as per rules. But the department has not given him the report till now.
Bhaskar was the first to reveal
Daily newspaper On 26 June, Bhaskar had published a news titled ‘Suggestion of reservation in contractual jobs in UP’. In the news, the reason given by BJP SC Morcha for the party not getting SC votes in the elections was that the Morcha had prominently raised the demand for reservation in contractual jobs. Immediately after the news was published in Bhaskar, the Joint Committee of the Legislature also wrote a letter to the government and directed to provide the benefit of reservation in contractual and outsourced recruitment. On 15 July, Keshav Maurya also wrote a letter to the government.

Keshav became vocal from July 14, he also went to Delhi
Keshav had shown his attitude in the BJP Working Committee meeting held in Lucknow on July 14. Late night after the Working Committee meeting, he wrote on ‘X’ – The organization was bigger than the government, is bigger and will always be. I am the Deputy Chief Minister later, I am a worker first. The doors of my house are open for everyone.
This statement of Keshav was also seen as a message to Yogi. Discussion started in political circles that after getting fewer seats in the Lok Sabha elections, the distance between CM Yogi and Keshav has increased. That is why he is not attending any meeting.
Keshav met Nadda, rebellious attitude remains intact
Keshav Maurya met BJP national president JP Nadda on July 16 amid reports of displeasure. The high command advised him to maintain coordination between the government and the organization and also avoid rhetoric. Despite this, his rebellious attitude remains intact. 15 hours after meeting Nadda, Maurya again wrote on X – The organization is bigger than the government.
Why is Keshav angry?
- During the 2017 UP assembly elections, Keshav Maurya was the state president of the BJP. The party got a bumper electoral success, but the Chief Minister’s chair went to Yogi Adityanath. Keshav had to be content with becoming the Deputy CM. After this, there were frequent reports of differences between Keshav and Yogi.
- In the 2022 assembly elections, Keshav also lost his assembly seat Sirathu. Even before this election, reports of rift between Yogi and Keshav kept coming out. To stop these discussions, Yogi himself went to Keshav’s house and had food together.
- Even at that time, Keshav’s defeat in the 2022 assembly elections was said in a hushed voice in the party that he did not lose, but was defeated under a conspiracy. After this, Keshav’s position in the party was considered weak. Now after the results of the Lok Sabha elections, Yogi’s position within the party is being considered weak. Due to this, news of differences between Yogi and Keshav are again coming to the fore.
- On July 14, Keshav created a political stir by saying in the state working committee meeting that the organization is bigger than the government. - This is not the first time that Maurya has said that the organization is bigger than the government. 2 years ago on August 21, 2022, Maurya had given the same statement. At that time, this was his first statement 5 months after losing the election from Sirathu assembly seat of Kaushambi. Even then there was talk of Maurya’s displeasure towards Yogi and the government.
