The biggest fruit and vegetable market of Purvanchal was built in Prime Minister Narendra Modi’s parliamentary constituency Varanasi at a cost of Rs 20 crore 32 lakh. It is also known as Pahariya Mandi. There was a scam of crores in the construction work of the market. The construction work started in the year 2016-17.

The then director got the investigation done. When the names of the scam officers came to light, action was initiated against them. Meanwhile, the new director ordered a fresh investigation. Efforts are being made to save the accused officers. Now High Court (Lucknow) lawyer Anand Shukla has complained about the entire matter to the Lokayukta.

Know about Purvanchal’s biggest market built on 52 acres
Pahariya Mandi is built on 52 acres on Varanasi-Sarnath Road. It was given the status of ‘A’ special category market. Fruits and vegetables come here from Varanasi, Chandauli, Jaunpur, Sonbhadra, Azamgarh, farmers from Bihar and Jharkhand also bring their crops. 20 crore 32 lakh 36 thousand rupees were sanctioned to build this market.

Being the parliamentary constituency of Prime Minister Narendra Modi, this work was done at a fast pace. The officials divided the entire work into 8 different parts and got it tendered. A separate contractor was appointed for each work. Junior engineers were deployed to ensure the quality of their work.

Now read how this entire scam came to light

Date July 22, 2019 : The then Deputy Director of Construction Ram Naresh Sonkar posted in Varanasi wrote a letter to the then Director of the State Agricultural Production Market Council JP Singh. He was informed about the large scale irregularities in the under construction Pahadia Mandi. He also requested to investigate the quality of the work going on in the Mandi and the payments made to the contractors for it. The allegation was that the junior engineers have made fake payments of crores to the contractors by submitting wrong reports.

Now know what came out in the investigation

A 4-member team formed by UP Mandi Parishad Director JP Singh investigated the matter in depth. The investigation found that the complaints of irregularities made by Ram Naresh Sonkar were true. The officers paid more to the contractors for personal benefit by going against the rules. The investigation confirmed fake payments of more than Rs 3.5 crore. After this, the report was sent to the government.

Process of action started…responsible officer suspended, FIR registered
After the allegations were proved correct in the investigation, Director JP Singh directed the complainant Ram Naresh Sonkar to file an FIR against the accused officers and contractors. All the accused officers were suspended and departmental action was also recommended against them.

Now know where the game started

The day the payment was made for cement, the supply of 13,558 bags was shown on the same day
On April 30, 2016, an order for 40 thousand bags of cement was placed with Hidel Work Company to start construction work in the Mandi. A payment of 83 lakh 40 thousand rupees was made at the rate of Rs 278 per bag. On the same day of payment, supply of 13,558 bags of cement was shown from Allahabad.

No mention of bill number
The shocking thing is that on April 30, 2016, the contractor, in the presence of engineers, declared that he had received 13,558 bags of cement. Which truck was used for this supply? What is its bill number? This was not mentioned anywhere. The fraudsters submitted Allahabad Railway papers without any bill. The supply was shown to be from the railways, whereas there is no rail route to reach Mandi.

150 quintals of iron rods were purchased for the interior of the office of the Secretary and Deputy Director
The contractor, JE Sunita, showed the purchase of 150 quintals of iron rods for decoration inside the office of the secretary and deputy director. The question arises that iron rods are not used for false ceiling. Then where was the iron rod used in such a large quantity? According to experts, such a large quantity of iron rods can be used only for the roof or pillars. It is not needed anywhere in interior decoration.

Payment of water tanks is Rs 1 crore 30 lakh, 56 lakh is fake
On April 29, 2016, the department gave the work to Banaras Construction Company under tender number- 1195. Under this, 436 water tanks were to be installed on top of the shops built in the market. But when an investigation was conducted, only 57 tanks were found. It was clarified that the remaining 379 tanks are in the contractor’s warehouse, which will be installed. However, according to the assessment, the contractor was paid Rs 1 crore 30 lakh for this work, which was 56 lakh more.

Evidence of irregularities was also found in the investigation conducted on the instructions of the court
On the court’s instructions, a 5-member investigation team was formed to assist the investigating officer, CO Cantt Varanasi Abhimanyu Manglik. The team re-investigated the allegations made in the case.

Know step by step what scam was found in the re-investigation

Paid more than 45 lakhs
For the work of Sulabh Shauchalaya, cattle shed and rain water harvesting, the contractor was paid 1 crore 30 lakh 11 thousand 67 rupees. In the investigation, the expenditure was revealed to be only 84 lakh 33 thousand 438 rupees. The contractor was paid 45 lakh 77 thousand 639 rupees more.

19.5 lakh rupees extra were given for the construction of 21 shops
Similarly, Rs 2 crore, 54 lakh 40 thousand were sanctioned for the construction of 21 shops. In this, the contractor was paid Rs 2 crore 23 lakh 31 thousand 455. Investigation revealed that only Rs 2 crore 3 lakh 81 thousand 84 should have been spent on this work. The contractor was paid Rs 19 lakh 50 thousand 371 more.

41 lakh extra was given for the construction of 5 shops and 3 canteens
Under contract number- 1198, 5 shops and 3 canteens have been constructed. For this, 2 crore 14 lakh 21 thousand rupees were sanctioned. For this, the contractor has been paid 1 crore 23 lakh, one thousand 764 rupees. But, according to the investigation team, the expenditure should have been 82 lakh 7 thousand 653 rupees. In this, the contractor was paid an excess of 40 lakh 94 thousand 111.

92 lakh rupees extra were given for road and drain construction
Similarly, under contract number 1199, CC roads, drains and their covers were constructed in the market. 6 crore 32 lakh 19 thousand rupees were sanctioned for this. The contractor was paid 4 crore 5 lakh 16 thousand 676 rupees. According to the investigation team, the total cost of this work should have been 3 crore 12 lakh 72 thousand 845 rupees. The contractor was paid an excess of 92 lakh 43 thousand 831 rupees.
