The four-day monsoon session of the UP Legislative Assembly has been adjourned indefinitely. There was a tussle between the opposition and the ruling party on many issues during the assembly session, but this time the absence of SP President Akhilesh Yadav was clearly visible in the House. The opposition is weak compared to the government

SP benefited from the experience of 81-year-old Mata Prasad Pandey, who was made the Leader of Opposition, but the opposition under his leadership could not corner the government. The attitude of the opposition appeared more defensive than aggressive. On the other hand, Shivpal Yadav remained silent most of the time.

Actually, not only the opposition but also the people of the ruling party liked to listen to Akhilesh Yadav. Many times, the atmosphere of the House was lively with direct taunts, banter and arguments between the Chief Minister and the Deputy Chief Minister. But, these things were not seen this time. The opposition appeared to be completely surrendered. Barring one or two occasions, the opposition missed many opportunities to corner the government.

This picture is of July 28. After being made the Leader of the Opposition, Mata Prasad Pandey had come to meet Assembly Speaker Satish Mahana.

In this session, the opposition had no dearth of issues, while the government was on the backfoot due to its internal conflicts. But the weakness of the opposition made the government’s job easier. The Chief Minister himself was present in the House during the Question Hour to answer the opposition’s questions. On many occasions, seeing the ministers getting stuck, the CM himself took charge and answered. The opposition could not raise many issues properly in the House.

These two things came to light due to Akhilesh’s absence…

1- Senior SP leaders sidelined themselves: Many senior leaders of Samajwadi Party remained silent in the House this time. Shivpal Singh Yadav was seen taking the lead on one or two occasions, while MLAs like Iqbal Mahmood, Shahid Manzoor, Durga Prasad Yadav kept themselves aside. During the entire session, Nazul was the only issue on which the opposition was seen attacking the government. Due to opposition to this bill in the Legislative Council, it was sent to the Select Committee.

2- Lack of discipline was seen: In Akhilesh’s presence in the assembly, the entire house not only remained in order, but the opposition also adopted an aggressive stance against the government. In Akhilesh’s absence, neither discipline was seen in the party nor was the aggression seen, which was seen earlier. Mata Prasad Pandey lagged behind in becoming the voice of the opposition.

Senior journalist and political expert Ratanmani Lal says- Akhilesh’s absence in the assembly weakened the SP. It would have been better if Akhilesh had focused on UP keeping 2027 in mind. If Akhilesh thinks that he will win the assembly elections 2027 on the lines of his performance in the Lok Sabha elections 2024, then it may be his overconfidence.

Those two big issues of the state, which the opposition could not catch

1- 122 people died and hundreds were injured during a stampede at a religious gathering in Hathras. The incident shook the entire state. However, this incident did not become a topic of discussion in the Assembly. Experts believe that due to Bhole Baba alias Narayan Sakar Hari’s strong hold on the Dalit and backward class vote bank, the ruling party and the opposition did not raise this issue.

2- The issue of putting the name plate of the shop owner on the shops, dhabas and hotels on the route of Kanwar Yatra was also not raised in the House. However, in this matter, SP had opposed the BJP government outside the House. But, after the Supreme Court imposed a ban, the opposition did not make it an issue in the House.

Two vocal leaders are no longer together, rebels weakened the position

1. Lalji and Avadhesh Prasad were also not there: SP MLAs Lalji Verma and Awadhesh Prasad Verma used to play an important role in cornering the ruling party in the assembly on rules and regulations. In this session, Lalji Verma and Awadhesh Prasad, who has become the Dalit icon of Samajwadi Party across the country, were also missing. Lalji Verma is considered a vocal speaker. He never missed any opportunity to corner the government. On the other hand, Awadhesh Prasad used to try to corner the government with his experiences of being an MLA for 9 times. However, now both are MPs.

2. Question Hour weakened by SP rebels: The assembly session also appeared weaker than before due to the SP rebels. Former SP chief whip Manoj Pandey and SP MLA Rakesh Pratap Singh often used to corner the government. Both were not active in the House this time. On the other hand, SP MLA Abhay Singh was seen completely in favour of the government after the rebellion. Sitting in the opposition lobby, he praised the government’s work. Rebel MLA Pooja Pal also came just to mark her presence.

3. A BSP MLA, he is also ill: Umashankar Singh is the only BSP MLA in the Vidhan Sabha. While there is not a single BSP member in the Vidhan Parishad. Umashankar Singh could not attend the House these days due to ill health. This was the first time in the last three decades when BSP was completely absent from the Vidhan Sabha and Vidhan Parishad. Umashankar Singh’s absence was also felt a lot in the House.

Whenever the opposition tried to corner him, Yogi neutralised him

  • There were many occasions during the assembly session when the government ministers were unable to give proper answers to the questions and allegations of the opposition.
  • In such a situation, CM Yogi took the charge. On Tuesday, SP MLA Dr. Ragini Yadav raised the issue of harassment of women. CM Yogi said that there is a decrease in murder, rape and dowry cases in BJP rule as compared to SP government. Yogi said that Samajwadi Party is the only threat to women’s safety.
  • The opposition raised the issue of demolition of thousands of houses in Akbar Nagar, Lucknow. CM Yogi himself responded to this.

The government seemed to be surrounded on these issues
During the assembly session, the departments of energy, medical and health, agriculture and education were the target of the opposition. The opposition exposed the poor arrangements of electricity. Serious allegations were also made against Energy Minister Arvind Kumar Sharma and his working style was questioned.

The opposition also raised the issue of disorder in basic and secondary schools and the problems of teachers. The answers of Minister of State for Basic Education (Independent Charge) Sandeep Singh and Minister of State for Secondary Education Gulab Devi were also not satisfactory. The opposition also cornered the Medical and Health Department, but Deputy Chief Minister Brajesh Pathak strongly countered it.

Now know which MLA raised the most issues

  • During the assembly session, SP MLA from Machhlishahr Dr. Ragini Sonkar, MLA from Chitrakoot Anil Pradhan and Sardhana MLA Atul Pradhan were at the forefront in asking questions to the government.
  • MLAs Pinky Yadav, Mahendra Nath Yadav, Swami Omvesh, Samarpal Singh and Faheem Irfan also asked questions daily. MLA Aradhana Mishra Mona took the charge from the Congress side.
  • Aradhana not only cornered the government on issues like education, health and agriculture, but there were also occasions when the speaker of the assembly himself had to intervene after seeing the minister being cornered.
