In Moradabad, a lawyer claimed to be the owner of SSP’s bungalow and collected 28 lakh rupees from police captains in 19 years. But when the lawyer’s ownership documents were checked, they were found to be fraudulent. After this, SSP filed an FIR against the lawyer in Civil Lines police station.

5 months ago, the then SSP Hemraj Meena had stopped paying the rent of this bungalow. When he got the documents investigated, it was found that the documents on which Sanjay Dhawan is claiming himself to be the owner of the SSP bungalow are fake. There is no mention of him in the registry and revenue records. Whereas in the municipal corporation records, this bungalow has been registered as IPS House for about 100 years.
SSP Moradabad has been living in this bungalow since 1927
The bungalow in Civil Lines in Moradabad, which Advocate Sanjay Dhawan claimed as his own and collected rent for, has been the residence of the Senior Superintendent of Police (SSP) since 1927. This residence is spread over about 6000 square meters. The Police Captain of Moradabad has been living in this bungalow since before independence. Before 1927, the residence of the Police Captain of Moradabad used to be in the residence of the current ADG Training. But that residence was vacated for the ADG of the Police Academy and the Captain was shifted here in 1927.
In 2003 he suddenly told the police captain that he was his tenant
There was no dispute over the ownership of this bungalow from 1927 to 2003. But in 2003-04, suddenly a person named Advocate Sanjay Dhawan claimed this bungalow as his own in the court. The role of some officers and employees is also under question in the whole case. The case went on in the court for a long time but the then officials did not take any interest in it. Neither were the ownership documents sought from the lawyer making the claim nor was the case pleaded in the court.
In 2005, the court ordered to pay rent of 5000 rupees per month
Due to the laxity of the then officials and their lack of interest in the case, the court passed an ex parte order that the claimant be paid Rs 5000 per month as rent. This unilateral order was passed in 2005 by the Small Causes Court on Sanjay Dhawan’s civil suit. The court ordered the Superintendent of Police Moradabad to pay Sanjay Dhawan Rs 5000 per month as rent for the SP bungalow. This order was neither challenged in any court by the then police administrative officials nor were ownership documents sought from Sanjay Dhawan. Rather, the then SSP got a counter from the DGC Civil saying that we are paying the rent, we should not be asked to vacate the bungalow.
In 2019 the rent was increased to 51 thousand rupees
From 2005 to 2019, all SSPs kept paying Sanjay Dhawan a rent of Rs 5000 per month. In 2019, a civil suit was again filed by Sanjay Dhawan. In this, he said that his property is big. The property is spread over 6000 square meters and has more than 20 rooms. Therefore, its rent should be increased by Rs 5000. Sources say that the notices issued by the court were not put up before the then SSP. As a result, this time also an ex parte order was passed by the court. The court increased the rent of the SSP bungalow from Rs 5000 to Rs 51 thousand per month. This time again DGC Civil filed a counter that we should be evicted, we are paying the rent. In this way, in total, till now Sanjay Dhawan has been paid a rent of Rs 28 lakh.
When SSP conducted an investigation in 2024, the fraud was caught
In 2024, the then SSP Hemraj Meena got this matter investigated. He asked Sanjay Dhawan for the ownership documents. Sanjay Dhawan showed a registry of 1903 in Urdu language. When checked, no mention of it was found in the registry department. Apart from this, Sanjay Dhawan did not have any document that proves him to be the owner of the SSP bungalow. Nowhere in the registry department, municipal corporation and revenue records did Sanjay Dhawan have the title of ownership of this bungalow.
Investigation revealed that during the British period, this entire property belonged to a Muslim family. It was given to them for SSP residence at that time. This entire land was about 40 bighas. Sanjay Dhawan claimed that in 1903, Shahu Hargulal bought this property from Akbari Begum. After this, this property went to his son Shrinath. Sanjay Dhawan is claiming himself to be a descendant of this family.
In 2005, the SSP’s orders for investigation were suppressed
Departmental sources say that when the first order to pay rent was given, the then SSP had ordered an inquiry in 2005. In which Sanjay Dhawan’s ownership documents were to be investigated. But his orders were buried in the file. No inquiry was ever conducted in this case and all SSPs one after the other kept paying the rent.
The commissioner has also constituted an inquiry committee
In this case, Moradabad Commissioner Anjaneya Kumar Singh has also now formed an investigation committee. This committee led by Additional Commissioner Sarvesh Gupta will investigate the matter of claiming the Captain’s bungalow by tampering with the revenue records.
