Many cities, including Delhi, are grappling with pollution. The smoke from stubble burning in Haryana, Punjab, and Uttar Pradesh has made it even harder for people to breathe. Along with the stubble fires, emissions from vehicles also contribute significantly to the rising pollution levels. In response, the government has implemented various measures to curb pollution.
To steer more people into taking public transport and reduce the number of vehicles on the road, the MCD is considering doubling parking fees. A proposal on this matter will be presented at the upcoming House meeting on November 14.
The Municipal Corporation of Delhi (MCD) plans to increase parking fees at around 400 locations across the city. On Friday, the Commission for Air Quality Management (CAQM) reviewed the implementation of the Graded Response Action Plan (GRAP) and instructed the MCD to re-evaluate the public parking fee structure.
The MCD had previously proposed increasing the parking fee by four times, but this was rejected by the House.
An MCD official mentioned that, in the past nine months, even before the implementation of GRAP rules, the MCD had proposed five or six times that the commissioner be given the authority to raise the parking fee by up to four times once GRAP II comes into force.
Additionally, a proposal to regulate the parking fee based on location and crowd density was also presented to the House. However, no action was taken on either of these proposals. In September, the proposal to increase the fee as per GRAP was sent back, as it could not proceed without the consent of elected representatives.
Potential Legal Disputes
The MCD also clarified that parking operations are managed under monthly licence agreements with contractors, making it difficult to increase fees easily. The MCD’s air pollution report stated, “Sudden termination of existing contracts may lead to legal disputes.”
Nevertheless, on October 4, all parking contractors were advised to follow the instructions for maintaining smooth traffic management.
