Divisional President Deepak Kariwal said that without completion certificate in GIDA, the industry is not considered to be in production. Time extension fee is demanded from the unit operator. About 13 points have been made for completion certificates of new industries set up after 2022. In which NOC of many departments is also included. Whereas the state government has given permission to new industries to take NOC from departments for 1000 days under Ease of Doing Business. Therefore, there should be no compulsion of NOC here also.
The process of completion certificate should be simple
The entrepreneurs told the Chief Minister that along with the completion certificate, an affidavit related to rain water harvesting is also being sought. Which is a difficult task for small industries. Entrepreneurs have requested the CM to simplify the process of completion certificate. New industries should be considered in production after providing proof of commencement of production.
Time limit for starting production should be 3 years
Entrepreneurs said that production has to start within 2 years from the date of allotment. Failure to do so will result in extension of time charges. Two years is less time for a new industry. This should be done every 3 years. A cut off date should be fixed on completion of development works of the industrial area/project. After that a time of 2 years should be given. Also, there should be no extension of time in the housing scheme.
Responsibility of officers joining Udyog Bandhu should be fixed
Entrepreneurs said that Udyog Bandhu meetings are held to solve the problems of entrepreneurs. Many times the issues raised in Udyog Bandhu are not resolved. The problem remains the same. Often it takes 6 to 8 meetings for any point to be removed from the agenda of Udyog Bandhu. Therefore, nodal officers of all departments should be appointed for such meetings. So that their accountability can be fixed and the problem can be resolved as soon as possible.
MSME department office should be opened
Entrepreneurs also expressed the need to open an office of MSME department in Gorakhpur. Presently this office is located in Kanpur and Varanasi. The entrepreneurs also demanded posting on the post of Regional Manager of Pollution Department in Gorakhpur.
Got assurance from CM
Deepak Kariwal said that the CM has listened to all the demands seriously. Has given assurance of its resolution. Positive assurance has been received from them. The delegation included Mahesh Kumar Rungta, Sudhanshu Tibrewal and Ashish Khaitan.
