UGC plans to allow students from any stream in Class 12 or its equivalent to pursue undergraduate program in any discipline.

The University Grants Commission (UGC) has released draft regulations for the minimum standards of instruction for undergraduate and postgraduate courses at higher education institutions (HEIs) in the country. With these regulations, the UGC aims to transform the higher education system in India to align with the National Education Policy (NEP) 2020. The UGC proposes some fundamental changes that will make higher education in the country more inclusive, holistic, and comprehensive for students. The regulations also support the idea of multidisciplinary and diversified learning stated in NEP 2020.

The UGC draft regulations, which are poised to revolutionize higher education in the country, are as follows:

Eligibility Criteria to Pursue Undergraduate and Postgraduate Courses

According to the draft regulations, students from any stream in Class 12 or its equivalent can pursue their undergraduate course in any discipline if they qualify in the prescribed national-level or university-level entrance examination.

“Irrespective of the disciplines taken by a student in Class 12 schooling, a student is eligible for admission in any discipline of the UG program if the student qualifies in the national-level or university-level entrance examination for that program,” reads the official draft.

Students can enrol for admission in any discipline of postgraduate programs, regardless of the major or minor disciplines taken in their UG program, if they qualify for the entrance examination for the PG program.

Direct Admission To 2nd Or 3rd Year Of UG, Programs

According to the draft regulations, students can get direct admission to the second, third and fourth year of the UG degree program and the second year of a postgraduate degree program in accordance with the entry and exit provisions given in the National Credit Framework (NCrF)

Biannual Admissions

UGC has proposed that students be admitted twice a year, in July/August and January/February, for HEIs that have the facilities to facilitate the process.

Flexible Attendance Regulations

UGC has stated that HEIs shall decide on the minimum attendance criteria for various programs, considering the diverse learning modes and the holistic and multidisciplinary learning opportunities suggested by NEP 2020.
