We got the list of malnourished children of Etah. The names of three children including Ayush, son of Inspector alias Rajpal, resident of village Nagla Jait of Aliganj development block area of Etah, were in the list. We reached Nagla Jait. The name of the child’s mother was said to be Durga. We met Father Inspector. We asked the inspector about his son Ayush. He was surprised.
Inspector, whose son died 8 days after birth.
Said- Sir! The son died just eight days after birth. We couldn’t even name it. There are three more children. One is above six years old. Two are younger than that. Two children get one packet of pulses, porridge and refined. None of the children are sick. The inspector had no information about the arrival of ration for his deceased malnourished child. He said that ration is being given in the name of only two children.
Rahul’s name was also there in the list of malnourished children from the same village. We reached Rahul’s house. No one was found present here. It was revealed that the family was living in Delhi. We spoke to Rahul’s mother Sapna on phone.
Sapna told, my child’s name is Mayank, not Rahul, he does not have any kind of malnutrition.
Regarding the ration received from Anganwadi, the people of the village told that once in three months they get one kilo of porridge, one kilo of gram dal and a small packet of refined oil.

Now we started searching for Ansh, the third malnourished child from the same village. It was revealed that no one in the village had any information about him. We reached Hatsari village at her home to meet Sushma, an Anganwadi worker of this area. Asked him for information about three malnourished children of Nagla Jait.
He confirmed that the names of Durga’s son Ayush and Sapna’s son Rohit have been mentioned. But she could not give any information about the third child Ansh. She said the wrong name must have been entered in the list. When we asked to show the register of malnourished children, they said that the register is in the school (Anganwadi centre).
After all, where does this ration go? Now our investigation focused on where is the nutrition of malnourished children going? We talked to the people responsible for the Children’s Nutrition Department in many districts. His confession was captured on hidden camera.
We reached the Child Development Office in Aliganj, Etah. Here we met Child Development Project Officer Manju Devi. He said, these group members collect the entire ration. Give less ration to Anganwadis. These are powerful people. When you visit their place, you start getting calls from people. When complete ration will not be received then how will it be distributed?
CDPO said- They are the leaders of the group, if action is taken then they will attack Manju Devi said, somehow get these group members closed. Save me from them, if I take action they will attack me, these groups are people of Netanagari. It is difficult for us to even check the centre. Either way, remove these group members.
To confirm this, we reached village Khairpura alias Sikandarpur Salvahan of Aliganj development block area. Here Vishal Singh runs a self-help group. Called to buy government ration in black. He called to his house. We are about 8 km from Aliganj. Reached Vishal’s house located in distant Khairpura village. Vishal Singh was waiting at the gate itself.

Anganwadi worker got married 9 years ago, brother is selling ration Now in the next episode of our investigation, we reached Ratanpur Fatiyapur village of Patiali development block area of Kasganj district. The director of this center is Asma Rathore. She was not found present. He got married 9 years ago. Lives in Hathras. Anganwadi center is run by his brother Shamsher Singh.
What is the method of marking attendance? People from the department told us that emphasis is being laid on marking attendance through mobile app. But Anganwadi workers are not able to do this. As a result, attendance is being recorded on the register itself. Attendance is sent to the district headquarters, from where the directorate. Salary is transferred directly to the account.
Kasganj DPO Sushila Yadav was talked about Anganwadi worker Asma Rathore. He was asked how the attendance of the Anganwadi worker who had been away for nine years was looking.
DPO Sushila Yadav said that attendance is recorded on the Anganwadi register. However, despite not coming to the centre, he remained silent on the question of attendance being imposed.
Anganwadi workers allege that Rs 500 is being charged every month We talked to many Anganwadi workers in Kasganj. He clearly told about the recovery that was happening to him. Renu is an Anganwadi worker in Malikpur. Talked to him through phone.
He told, ‘Our master trainer charges Rs 500 per month from us in the name of PLI.’ PLI is called incentive amount. This is given to those Anganwadis who successfully upload complete data on the app.
To confirm Renu’s allegation, we contacted Mamta, another Anganwadi worker posted in Mirzapur. He also accused of extorting Rs 500 per month in the name of PLI. Master trainers are Anganwadi workers, who have more technical and work knowledge. This is not a separate post. The people of the department give this responsibility to the workers.
Even malnourished children of Lucknow are not getting full ration. After knowing the condition of Etah, we learned the situation of the state capital Lucknow. We reached Bhusa Mandi area of Ismailganj and Aminabad to investigate. Maximum 9 children are malnourished in Bhusamandi area. We spoke to some families with malnourished children. He told that nutrition is not available every month.
Anganwadi worker Neerja Jaiswal told us that they distribute full ration to all the children. In urban areas, nutrition comes only once in three months, so food for all three months is distributed at once. We have 9 children who are malnourished, but we are getting ration only for two children. In such a situation, ration is given to these nine children one by one every three months.

Three months’ ration goes together. The ration till the month of October is gone. It is possible that the child’s name may be added to the list after that. This could also be the reason that ration is going to less children.

When department director Sandeep Kaur and Kasganj DPO Sushila Yadav were asked questions related to irregularities in nutrition, they appeared to be evasive. Both the officers left without answering.

What is the process of nutritional distribution?
- countryside: From the warehouse of National Agricultural Cooperative Marketing Federation of India Limited (NAFED) the nutrition goes to the Child Development Project Officer (CDPO) at the block level. Then self-help groups. Then reaches Anganwadi center. This entire process continues every month. According to departmental people, self-help groups have been involved at the village level for transparency in ration distribution. Because Anganwadi and self-help groups are from the same place.
- Urban Area: Nutritional food is sent directly to the Anganwadi center from the warehouse of the National Agricultural Cooperative Marketing Federation of India Limited (NAFED). This process happens once in three months.
- Delivery every month or every three months?: In urban areas, distribution takes place every three months. That means, nutrition for all three months is given together. Nutritional food is distributed every month in rural areas.
High Court has put a ban on nutrition supply tender Lucknow Bench of Allahabad High Court has put a stay on the tender related to nutrition distribution during the hearing of the petition related to nutritious food provided at Anganwadi centres. In fact, the court had sought information about compliance with the National Food Security Act, 2013 and Saksham Anganwadi Nutrition Rules, 2022.
The court had asked whether the nutritional food being given to pregnant and lactating women and children between six months to six years was in accordance with the provisions or not.
In the court hearing held on 11 November 2024, the judges commented during the hearing – ‘The tender you have fixed will not be supplied without the permission of the court. Until the court decides, no action related to the tender will be taken.
Advocate Virendra Dubey, who handled the entire case in the court, says that in the year 2021, a petition was filed in the Lucknow High Court bench in the name of Pratyush Rawat and others.
The argument was that the nutrition provided to pregnant and lactating women and children between 6 months to 6 years is dry. There is no benefit in giving raw material to small children up to six months of age. The court is hearing this matter.
