Last Sunday, the STF issued a statement in which it was said that 6 people, including printing press employee Sunil Raghuvanshi, have been arrested in Kidganj of Prayagraj district.

Bhopal connection of the question paper leak of Review Officer and Assistant Review Officer exam in Uttar Pradesh has come to light. The papers were printed in a printing press in Bhopal. Half a dozen people including printing press employee Sunil Raghuvanshi in Bhopal were arrested by UP STF from Prayagraj.

The news of it going viral came to light even before the exam

Even before the start of this exam, there were complaints of the paper going viral on social media. After this, this exam was cancelled and its investigation was handed over to the UP Special Task Force (STF).

According to the statement issued by STF, the paper was leaked from the exam centre Bishop Johnson Girls School and College in Prayagraj on the morning of 11 February. Along with this, the investigation also raised suspicion that the paper could be from another exam centre. It could have been leaked from a printing press as well.

When information was sought about the printing press, it was found that the paper was printed from Bhopal.

Engineering college students paper leak master mind

Sunil Raghuvanshi, who worked in the question paper printing press, had got this exam paper out from the printing press. Investigation revealed that Rajiv Nayan Mishra, Subhash Prakash, Vishal Dubey and Sunil Raghuvanshi (printing press employees) had studied in different private engineering colleges.

When Vishal came to know that his classmate Sunil Raghuvanshi works in a printing press, Vishal Dubey told this to mastermind Rajiv Nayan Mishra alias Rahul and Subhash Prakash.

Vishal Dubey lured Sunil Raghuvanshi with money and asked him to inform him about the printing of question papers of any exam to be held in UP. Sunil Raghuvanshi agreed to the offer and told him about the printing of a question paper in the printing press.

On 3 February 2024, Sunil saw an opportunity and came out of the printing press with his drinking water bottle in the name of getting a part of the machine repaired outside. He had brought out the question paper by hiding it in it.

Different networks were used for both the papers. For constable exam, Delhi Police’s Vikram Pahal’s network was used and for RO/ARO, a suspended UP Police officer Arun Singh and school director Sharad Patel’s network was used.

UPPSC had asked for proof online

On February 12, the UPPSC had handed over its investigation to the STF and regarding the paper going viral, it was said that if anyone has any evidence regarding the question paper, then a copy of it along with the affidavit along with full name, full address, mobile number can be sent to the e-mail ID roraro2023info@gmail.com by March 2.

More than 1 lakh candidates participated

The exam for a total of 411 posts, 334 for RO and 77 for ARO, was held on 12 February 2024 at 2387 centers in 58 districts of UP. 10 lakh 76 thousand candidates had applied for this exam, out of which about 64% candidates appeared in the exam.

It was claimed that the answers to this exam had gone viral on WhatsApp even before the exam.

Candidates said- the paper is leaked, the government is weak

The very next day of the paper, i.e. on 13 February 2024, the candidates protested outside the Public Service Commission. The effigy of Chief Minister Yogi Adityanath was burnt while raising slogans of ‘The paper is leaked, the government is weak’. Only after this, there was a demand to cancel the paper.

RO/ARO 2024 calendar also released

UPSC has also released the 2024 RO/ARO notification calendar. Its prelims exam will be conducted on 22 December 2024. UPSC has issued this notification for 411 posts. Its application window has not been opened yet.
