The auction will be held in Chennai on February 18 for the 14th season of the Indian Premier League. Out of 292 players, a maximum of 61 will be selected for this league. This time the auction is starting a little late due to Corona. The auction for the previous season took place on 19 December 2019. Last season, 332 players were bid for 73 slots.

The auction will begin with the batsmen. After this, all-rounders and wicketkeepers will bid. During the auction, everyone keeps an eye on which player got the highest bid, which player went to which team, which franchisee bought how many players. But what are the rules required for this, people are less aware. We are telling you all the big and small rules related to auction.

What is the IPL auction process?
There are 2 types of auctions in IPL – Mega and Mini. In both the auctions, the players in the final list are divided according to capped, uncapped and overseas (foreign). Also, they are kept in different groups of batsmen, bowlers, wicketkeepers and all-rounders. According to the list, the auctioneer will call the base price of the players. Franchises then pick up the pedals and start bidding. This increases when more than one team bids on the player.

In the end, the player who makes the biggest bid is the player. Such a player moves into the ‘sold’ category and the auction is over. The player does not sell when any franchisee has not bid for him or the auctioneer faces some kind of deadlock in the process.

What is Mega Auction?
The last mega auction took place in 2018, as Chennai Super Kings and Rajasthan Royals came back into the league after facing a 2-year ban. In this mega auction, 8 teams bid for 182 slots to select 578 players from 13 countries. Next year, 2 more teams will join the IPL. So the next mega auction will be in 2022.

  • The mega auction permits the franchise to retain a maximum of 5 players. All other players participate in the auction. Any franchisee can buy them at auction. Teams are formed afresh in this.
  • The franchise can retain 3 players in the opening round and 2 players with the Right to Match card during the auction.
  • The 3 players retained by the franchise can also have 2 foreign players.
  • Apart from this, the franchisees can also use the Right to Match card to bring players involved in the previous squad. All franchises have 2 Right to Match cards.
  • If 2 out of 3 retainers are foreigners in the opening round, then the franchise cannot include any foreign players in the squad with the Right to Match card. If 1 out of 3 retainer players is foreign, then franchisees can add 1 foreign player to the team with the Right to Match card.

What is mini auction?
The mini auction took place in the previous year ie 2020. In which 8 teams bid to select 332 players on 73 slots. Out of this, only 62 foreign players, including 29 foreign players and 33 players from India, were bought. This year also mini auction is to be held.

  • In the mini auction, the franchisees have to bid to fill the gap left in the team. In this, franchisees can retain as many players as possible. The released players re-register themselves with the IPL Governing Council. Out of this, the shortlisted players are placed in different price slots.
  • The franchisees are required to submit the list of retained players and the list of players removed from their squads to the IPL Governing Council within a stipulated time.
  • The franchise buys new players by combining the rupees from the players’ salary cap and the money added by the IPL.
  • Franchisees have to buy players keeping in mind the full strength of the squad.
  • Apart from this, teams also have the option of transfer window. Under this, players can change the franchise with mutual consent of both teams. Teams can trade in uncapped as well as capped players.

How many players will be maximum and minimum in a team?
All franchises can have maximum 25 and minimum 18 players in their team. There can be as many as 8 foreign players in any team. In the current situation, Royal Challengers Bangalore have the least 14 players and Sunrisers Hyderabad has the maximum 22 players. That is, RCB will have to buy at least 4 players in the auction. At the same time, SRH can buy as many as 3 players.

Will unsold players sell?
Unsold players will sell only if the franchisee wishes to buy them again. It will be in the final stages of the auction.

What does a capped-uncapped player mean?
A player who has played for his country in any of the Tests, ODIs and T20s falls in the capped category. At the same time, Uncapped means a player who has not played in any of the three formats for his country. Cheteshwar Pujara, for example, is a capped player in the auction pool as he has played matches for India. At the same time, Mohammad Azharuddin is the uncapped player who scored the fastest century in the Syed Mushtaq Ali tournament 2021. This is because he has not played a single match for India.

How much and how the players’ base prize is determined?
Last season itself, the base price of uncapped and capped players was changed. A new category of 20, 30 and 40 lakhs has now been created for uncapped players. Earlier it was 10, 20 and 30 lakhs. In the auction, capped players are placed in 5 different base prices. It has 50 lakhs, 75 lakhs, 1 crore, 1.5 crore and two crore.

What is a Right to Match Card (RTM Card) and how is it used?
Through the Right to Match card, the franchisees can get their old player back in the auction. For this, they will have to pay a price equal to the highest bid placed on the player in the auction. For example, Rajasthan Royals have not retained Steve Smith this season. If a franchise makes the biggest bid on them during the auction, Rajasthan can use the RTM card to bring them into their team. Franchisees can retain up to 5 players through this (RTM card).

What is the purse of a franchise, how much is it this time?
In this season of IPL, the franchise’s salary purse (budget) is 85 crore as the previous season. That is, due to Corona, there is no increase in salary budget this time. Whereas in 2019 it was 80 crores and in 2018 it was 66 crores. This time Punjab has the highest amount of Rs 53.20 crore to buy players. The minimum expenditure of the team under the rules should be 60 crores i.e. 75% of the salary cap value.

Corona protocol in 2021 auction:

  • Corona test (RT-PCR) has to be done twice before auction. The first test is to be conducted 72 hours before the auction and the second test after reaching the Grand Chola Hotel in Chennai. Members will be given entry in the Venue only after the report of both the tests is negative.
  • A franchise will be able to have 13 members present in the auction. Of these, 8 will be seated on the auction table and 5 in the members’ gallery.

Some rules during the match in IPL

How many foreign players will be in the playing-11?
Playing-11 can have a maximum of 4 foreign players. No team can field more than 4 players at any time of the match. If a team has four foreign players in the playing-11, then one foreign player will take the place of another only as a substitute. If the team includes less than 4 foreign players in the playing-11, then foreign players can take off as substitute players during the match. This means that no team will have more than 4 foreign players in the field during the match.

What is the rule regarding time-out?
The time-out during the match will be 2.30 minutes. Both teams can only use it once in an innings. During the time out, the entire team can gather to form a strategy. After two minutes the umpire and the player will move to their place to resume the match on time. Drinks may be brought during time-outs. Fielding teams can take time-outs during the end of the sixth, seventh, eighth and ninth overs. At the same time, the team batting can take advantage of the time-out between the 13th and 16th over.
