The PGI administration has been accused of a scam of over Rs 150 crore. Apart from this, a scam of 60 lakh rupees has also been alleged every month. These are imposed by the Union Ministerial and Secretarial Employees Union. The union says that the PGI administration has violated the orders and directives of the Government of India. By sidelining the pattern of the central government, the clerk made a different pattern to favor his people in the cadre. More than 200 clerks were promoted out of the way and 300 have to travel due to this.

At the Chandigarh Press Club on Friday, the Ministerial and Secretarial Employees Union exposed the scam of PGI. On this occasion Union President Harbhajan Singh Bhatti and General Secretary Tarandeep Singh Grewal said that every cadre has a structure and every cadre has to review in five years. But surprisingly, the cadre has had only two reviews in 28 years, whereas by now there should have been 7 reviews. In the second review, the Government of India had said that PGI will follow the pattern of the Central Government. Earlier, PGI was following the pattern of Punjab and UT. But the unfortunate PGI did not do so.

  • On 6 August 2001, the Government of India issued a directive that the Publicity Act be restricted in the Ministry cadre on the lines of review orders of second class. But PGI, through its mid-level authorities, violated the instructions of the Government of India by giving financial and publicity.
  • The PGI acted arbitrarily and illegally and allowed financial upgrades to the clerks of the institute. In this, Gori’s instructions were never released. Provisional upgradation was provided to the clerks of the institute.
  • The order dated 24 March 2001 allowed the order to continue unabated despite the failure to accept the status quo allowing financial upgrading. The PGI administration allowed promotion of elite category without following any recruitment rules.
  • According to the rules, clerks are made LDCs, UDCs, assistants and then superintendents. But here it was directly promoted from clerk to assistant and superintendent. Not only this, their scales were also increased without any rules. That’s why every month more than 30 thousand extras are being spent.

He said that he has also written to the Government of India, Ministry of Personal, Public Grievances and Pensions, Chief Vigilance Commission Delhi, Chief Vigilance Officer Chandigarh, Chief Vigilance Officer PGI for investigation. The SSP of the city has also written to the Economic Offenses Wing to investigate this, but PGI manages to suppress the investigation by saying that there is nothing like it.
