The government has suspended the social welfare officer of Kanpur, Amarjeet Singh. He is accused of forgery in marriage grant and family benefit scheme. He has caused a loss of Rs 6 crore to the exchequer through hundreds of ineligible forms. It is also alleged that the digital signatures of the SDM were also misused by him in the disturbances between the year 2018-2021. After getting a scam worth crores in the magisterial level investigation, the DM had sent a recommendation to the government for the suspension of the social welfare officer.
Benefit given to ineligible in marriage grant and family benefit schemeThe applications of marriage grant scheme and family benefit scheme are verified at the level of Lekhpal, Kannugo and Tehsildar. From here the file reaches the SDM. After their verification it is sent to the District Social Welfare Officer. Social Welfare Officers verify it again with the SDM and send it for payment. All the work of SDM level is done through digital signature. It is said that between 2018 and 2021, 935 applications of marriage grant and 1310 applications of family benefit scheme were given to the ineligible.
Error detected in investigation
After the opening of the case, 702 of the marriage grant and 1106 beneficiaries of the family scheme were not found at the addresses in the investigation. In this whole fraud, apart from 21 Kanungo and Lekhpal, 6 Tehsildars were involved. Some lekhpals and clerks have already been suspended. The inquiry committee of ADM (Supply) has held the concerned employees guilty for the discrepancies in the verification. A lady clerk had information about the digital signature of the SDM. She too has been suspended.
