There were two characters in front of us. First- Abhishek Yadav, XEN of PWD who made the allegations, Second- Neha Prakash, DM of Auraiya. We first reached Auraiya, which is about 250 km from Lucknow. It was found that the whole matter is related to the mutual conflict between the DM and Abhishek Yadav.

XEN Abhishek Yadav has filed a 76-page complaint accusing the DM. The DM has also written a letter to the government against him accusing him of negligence in many cases. First know the truth of the viral photos… DM residence is near PWD office, photos were taken from the roof
In Auraiya, the DM residence is built in Kankor, 10 km away from the city. Most of the officers’ residences are built here. All are under construction. The road goes to the left of the road. The PWD office is at a distance of about 300 meters on this road. The office of the second character of the story, XEN Abhishek Yadav, is here. The DM residence is next to it.

The construction work going on inside the DM residence complex was claimed to be a swimming pool.

DM Neha Prakash lives in this office with her family. The pictures of the swimming pool being built in the DM residence that went viral were taken from the roof of this office. However Daily newspaper No swimming pool was found in this complex.

We met an employee outside the DM residence. He told us that the entire DM residence is being built on more than 1 acre of land. Most of the boundary wall you can see is still covered with mud.

There is some construction on the portion in front of the road going ahead of the PWD. The rest is filled with water. We also got some photos and videos from the same employee, in which the swimming pool is not visible.

Engineer Abhishek Yadav wrote a 76 page complaint letter
Initially, both the characters refused to talk about this matter. So we started collecting the complaint letter of Abhishek Yadav. We got Abhishek’s 76 page complaint letter from PWD sources. Based on this, we had 4 complaints in front of us.

Know why the round of complaints started
Auraiya was earlier a tehsil. It was made a district in 1997. Since then, whenever a District Magistrate came, he had to stay in the government residences built for the tehsil officials. These residences also became dilapidated.

In such a scenario, in 2020, the plan to build new residences for DM residence, SP residence and all district level officials along with tehsil level officials started getting approval.

Due to Corona, the work was halted for some time. Then the work of construction of DM residence was given to M/s MHPL India Private Limited. The date of starting the work was March 26, 2021.

The deadline to complete it was March 26, 2022. PWD was responsible for completing the work, but the work was not completed in the stipulated time. Abhishek Yadav also wrote a warning letter to the construction company on September 13, 2022.

When Neha Prakash became DM, the housing issue started gaining momentum
On June 5, 2023, IAS Neha Prakash took charge as DM of Auraiya. She also had to live in the residence built for tehsil officers then. She reviewed the houses under construction.

It was found that the DM residence has been built to the extent that he can be shifted there. He ordered the concerned department to review it daily. He also asked to complete the incomplete work soon.

On the night of June 28, 2023, at around 9 pm, the DM arrived for a surprise inspection of the under-construction house. It was found that the work was stalled. She sought information from the concerned officials. She gave instructions to file an FIR against the contractor. Amidst all this, on August 19, 2023, Neha Prakash shifted to the government house after formally entering the house.

Revised budget sought in September 2023, stuck due to imposition of code of conduct
Abhishek Yadav alleges- Revised budget was sought from the government for DM residence on September 3, 2023. It took time for the budget to be passed and the work of DM residence stopped.

No information was given in the complaint letter about how much budget was demanded. It is being said that the DM residence is to be built with a budget of 2.97 crores. Apart from this, an additional budget of 84 lakhs was said to be spent.

Here, the code of conduct was imposed on March 16, 2024. After this, the hope of passing the budget ended. Abhishek Yadav wrote in the complaint letter that DM Sahiba got angry. She recommended suspension. Since then, there has been a rift between the two.

DM accused of getting expensive accessories installed
XEN Abhishek Yadav sent a complaint letter to the Principal Secretary of PWD. It said that the DM got the contractor to install expensive ACs, wooden work, accessories in the kitchen and bathroom at prices higher than the pre-determined rates. The same letter also alleges the construction of a swimming pool.

Our investigation revealed that the DM had written a letter on June 30, 2023 for disciplinary action against Abhishek Yadav regarding the delay in construction of officers’ residence. However, in November 2023, he himself wrote a letter to the government requesting not to take disciplinary action.

On the basis of the revised budget, Abhishek Yadav is accusing DM Neha Prakash of installing swimming pools and expensive accessories in government houses. That budget was sent to the government on September 3, 2023.

Investigation revealed that Abhishek was responsible for the arrangements of EVMs, randomization work, vote counting plan, preparation of strong rooms and barricading in the Lok Sabha elections. DM Neha Prakash wrote a letter to the government against Abhishek Yadav that he remains absent from election meetings.

While searching for the basis of this allegation, we found the leave applications of engineer Abhishek Yadav. In one, he had written an application on April 4, 2024 and asked for casual leave from 5 to 7 April, but it was not approved. Despite this, he went on leave. On this, the DM had sought an explanation within 3 days.

At the same time, Abhishek wrote in the complaint letter that the company that installed GPS tracker in EVMs ran away leaving some work midway. This company had received the tender contract letter from the DM office.

DM wrote to the government against the engineer
On May 27, 2024, DM Neha Prakash wrote a letter to the Principal Secretary, Public Works Department. It was written in it that on April 25, 2023, the concerned officer i.e. Abhishek Yadav was asked to complete the project in 6 months.

On May 16, 2024, during the on-site inspection, it was found that the work had been stopped for a month. The previous officer had also issued a notice to Abhishek Yadav to improve the work. Despite this, there was no improvement.

There is also a complaint about the delay in construction of the approach road to the medical college
The DM’s letter also complains about the delay in the construction of the approach road to the medical college. Actually, medical students are to come here from this session. In such a situation, CM Yogi has to inaugurate it as well.

The medical college approach road was recommended on October 16, 2023. Only 4 km of road was to be built. The tender was given to Dev Builders, Etawah on February 15, 2024. This work was to be completed on June 14, 2024, but could not be completed. Its budget is 10 crore 83 lakh 52 thousand.

Abhishek Yadav was in controversies earlier too
PWD Executive Engineer Abhishek Yadav has been in controversies earlier too. In March 2023, a payment of Rs 90 lakh was made before the work order of Malhepur-Mishripur road was completed. Abhishek Yadav was found guilty in the departmental inquiry.

On June 5, 2024, a complaint letter was written to DM Neha Prakash, in which there are allegations of irregularities in the tender. A request has been made to file a fraud case and take departmental action against them. When Abhishek Yadav was talked to after the swimming pool was not found in the entire investigation, he said that I have said what I had to say.
